Dr. David C. Kibbe Elected Chair of ASTM International Committee on Healthcare Informatics

David C. Kibbe, M.D., M.B.A., principal, The Kibbe Group LLC in Pittsboro, N.C., has been named chairman of ASTM International Committee E31 on Healthcare Informatics. The 300-member committee develops standards related to the architecture, content, storage, security, confidentiality, functionality and communication of information used within healthcare and healthcare decision making, including patient-specific information and knowledge.

A member of ASTM International since 2004, Dr. Kibbe helped develop the revolutionary standard E2369, Specification for Continuity of Care Record (CCR), which utilizes XML for interoperable health information exchange and improves the way in which healthcare professionals preserve and transfer healthcare information about their patients, resulting in better patient care and reduced medical error. In addition to his duties as E31 chairman, Kibbe also chairs Subcommittee E31.35 Healthcare Data Analysis. 

An experienced clinician who practiced medicine in private and academic settings for more than 15 years while also teaching informatics in the School of Public Health at the University of North Carolina at Chapel Hill, Kibbe has started two medical software companies and in 2005 was voted one of the 50 Most Powerful Physician Executives in Healthcare by readers of the magazine Modern Physician. 

From 2002 until 2006, Kibbe was the founding director of the Center for Health Information Technology for the American Academy of Family Physicians (AAFP), the membership organization that represents over 95,000 U.S. family doctors. The Center is now the focus of the AAFP's technical expertise, advocacy, research and member services associated with healthcare information technology.  He remains affiliated with the AAFP as a senior advisor.

The author of numerous peer-reviewed articles and several book chapters on e-health, computer security and HIPAA, Kibbe is co-author of the The AMA's Field Guide to HIPAA Implementation, an American Medical Association publication. He is a frequent speaker on HIPAA privacy and security compliance for clinical audiences around the country.

Kibbe received his B.A. from Harvard University, his M.D. from Case-Western Reserve University School of Medicine and his M.B.A. from the University of Texas at Austin.
