William Lipps Named Chair of ASTM International Committee on Water

William Lipps, senior marketing manager environmental/geochemical for Shimadzu Scientific Instruments in Columbia, Maryland, USA has been named the new chair of ASTM International’s committee on water (D19).

The committee on water (D19) was formed in 1932 and meets twice a year, usually in January and June, with approximately 120 members attending over four days of technical meetings and a workshop on relevant topics. The committee is made up of approximately 400 members that oversee more than 290 standards.

Lipps joined ASTM International in 1986 and became a member of D19 in 1996. He is also a member of the committee on petroleum products, liquid fuels, and lubricants (D02), the committee on analytical chemistry for metals, ores, and related materials (E01), waste management (D34), cannabis (D37), and air quality (D22). 

The committee on water (D19) has honored Lipps with the Max Hecht Award (2017) and the Standards Development Award (2010, 2015, and 2017. He received ASTM International’s highest award, the Award of Merit, in June 2017.

Lipps has previously served as a product manager with OI Analytical and a senior chemist and lab manager with Inter-Mountain Laboratories, among others. He holds a dual bachelor’s degree in chemistry and geology from Stephen F. Austin State University.

In addition to ASTM International, Lipps is a member of the Water Environment Federation, Standard Methods Committee, American Water Works Association, the Society of Mining Metallurgy and Exploration, and the Nelac Institute.
