Joseph W. Barsoom Receives Reinhart/Kuhlmann Award from ASTM International

BarsoomJoseph W. Barsoom, senior principal engineer at Parsons Brinckerhoff in Denver, Colo., has been honored with the ASTM International Frank W. Reinhart and Henry W. Kuhlmann Award. ASTM Committee F17 on Plastic Piping Systems cited Barsoom for distinguished and outstanding contributions on behalf of plastics piping standardization and for meritorious technical achievement within the committee.

A fellow of ASTM International who joined in 1984, Barsoom is the current chairman of Committee F17. He is the founder of Subcommittee F17.67 on Trenchless Plastic Pipeline Technology and works on several other F17 subcommittees. For his many contributions to the committee, he has received a Special Service Award and the Paul Finn Award, as well as the ASTM Award of Merit, the highest Society recognition for individual contributions to standards activities. In addition to his work with F17, he is also a member of Committee F36 on Technology and Underground Utilities.

A licensed professional engineer and professional land surveyor in the state of Colorado, Barsoom has more than 44 years of experience in the field of civil engineering and the planning, design and construction management of public works projects. He also serves as an advisor for drainage, storm, sanitary and trenchless technology projects. He has held engineering positions at the Egyptian Iron & Steel Co., the city and county of Denver, Black & Veatch Corp. and CH2M HILL, and assumed his current role at Parsons Brinckerhoff in 2006.

Outside of ASTM International, Barsoom is a member of the American Society of Civil Engineers, the American Public Works Association, the Water Pollution Control Federation and the Trenchless Technology Center at Louisiana Tech University, where he is chairman of the Advisory Board and director of the Municipal Forum Program. He also serves on the Planning Commission Board for the City of Westminster where he is a resident.

Barsoom has presented papers at many universities and professional organizations in the U.S., Canada, Europe and Australia. He was selected as Trenchless Technology Person of the Year in 2000. A graduate of Assiut University in Egypt with a B.Sc. in mining engineering, Barsoom holds an M.S. in civil engineering from the University of Colorado.
