ASTM International Award of Merit Honors Contributions of Bill Maupin, Jr.

A 2005 ASTM International Award of Merit and the accompanying title of fellow honor the contributions of George William (Bill) Maupin, Jr., a principal research scientist with the Virginia Transportation Research Council in Charlottesville, Va., to the work of ASTM Committee D04 on Road and Paving Materials. The award is the highest Society recognition for individual contributions to standards activities.

The committee cited Maupin, who lives in Crozet, Va., "for remarkable, sustained participation and leadership in the technical activities and administrative guidance of Committee D04" as well as his "outstanding contributions in the area of bituminous research leading to the incorporation of new, improved technologies into ASTM International standards."

An ASTM International member since 1971, Maupin is chairman of Subcommittee D04.23 on Plant-Mixed Bituminous Surfaces and Bases and serves on a number of other D04 groups. He is also a former chair of the entire D04 committee, which includes about 500 members. In addition to his leadership roles, Maupin has played significant roles in standards development and revision, and he has been assisted in translating research into practical application through ASTM standards. He has previously been recognized with a D04 Honorary Award and an ASTM Award of Excellence in Symposium and Publication Management for his work as coeditor of STP 1100, Extending the Life of Bridges.

Maupin has written extensively about his research on asphalt pavements, and he has published more than 70 papers related to his work in the areas of moisture damage, fatigue, mix design, permeability, waste materials, construction, and surface treatment.

Outside ASTM International, Maupin is a member of the American Society of Civil Engineers, the Association of Asphalt Paving Technologists, and the Transportation Research Board. He earned his B.S. and his M.S. in civil engineering from the University of Virginia in Charlottesville, Va.
