Manuel Lascarro Honored with ASTM’s 2024 Cavanaugh Award

Manuel Lascarro, general director of the Colombian Chamber of Cement and Concrete (PROCEMCO), was awarded the William T. Cavanaugh Award at a presentation in Cartagena, Colombia.

The Cavanaugh Memorial Award honors W.T. Cavanaugh, CEO of ASTM International from 1970 to 1985. Cavanaugh established ASTM International as the world leader in developing and disseminating voluntary standards. Lascarro was honored for his contributions to standards in the concrete industry and his lasting support of ASTM’s activity across the globe.

Lascarro joined ASTM in 2003, participating in its concrete and concrete aggregates committee (C09) and, from 2008, its sustainability committee (E60). From 2006 to 2008, he also served on ASTM’s board of directors. He has been previously honored by C09 with the Award of Appreciation (2011) and by the board with its Service Award (2008).

During his ASTM career, Lascarro has been instrumental to the organization’s work in Colombia and other Latin American countries. He has been a key liaison between ASTM and ICONTEC, Colombia’s national standards body, as they develop standards in collaboration with regional experts. This work has been part of his greater advocacy for ASTM standards in developing countries as a foundation for their sustainable economic growth.

Lascarro continues to devote his efforts to exemplifying ASTM’s mission from Latin America to countries worldwide.
