New ASTM International Sampling Standard Builds on Former Military Document

A former military standard has become the basis for a new ASTM standard developed by Committee E11 on Quality and Statistics. The new standard, E 2234, Practice for Sampling a Stream of Product by Attributes Indexed by AQL, will be the first in a series based on a now-withdrawn set of military documents on sampling.

 

Practice E 2234, presently under the jurisdiction of Subcommittee E11.10 on Sampling, is based on MIL-STD-105E, Sampling Procedures and Tables for Inspection by Attributes, which was withdrawn as an official military standard in 1995. A series of other documents that formed a set of interactive standards around MIL-STD-105E was also withdrawn.

 

The development of E 2234 is the beginning of Committee E11’s plan to reissue each of the set of withdrawn military documents as ASTM standards. "While incorporating ASTM form and style, the methodology and tables of the new standard are a direct copy of MIL-STD-105E," says Edward Schilling, professor emeritus, Rochester Institute of Technology, College of Engineering. Practice E 2234 addresses the problem of sampling a steady stream of lots while concentrating on maintaining the producer’s process at acceptable levels. The standard also contains tables for sampling a unique lot and explicit directions on how to employ them.

 

Schilling notes that Practice E 2234 will be the centerpiece in the series of standards that are being developed to replace withdrawn military sampling standards and documents. These documents include the following:

 

  • MIL-STD-414, Sample Procedures and Tables for Inspection by Variables for Percent Defective;
  • MIL-STD-1235A, Single and Multilevel Continuous Sampling Procedures and Tables for Inspection by Attributes;
  • MIL-STD-1235A1, Functional Curves of the Continuous Sampling Plans;
  • TR-7, Factors and Procedures for Applying MIL-STD-105D Sampling Plans for Life and Reliability Testing; and
  • H-109, Statistical Procedures for Determining Validity of Suppliers Attributes Inspection.

 

In addition to standards based on each of these documents, an overview standard will be developed to integrate all of the standards into a system that will include information on the interaction of these plans. Interested parties are invited to participate in ongoing revisions of E 2234 as well as in the development of the other standards in the projected set.
