New ASTM Property Management Subcommittee to Focus on U.S. Government Property Management

A new ASTM International subcommittee will develop standards for management of property connected by contract with entities of the U.S. federal government. Subcommittee E53.20 on United States Government Contract Property Management is under the jurisdiction of ASTM International Committee E53 on Property Management Systems.

According to Brandon Kriner, manager of Asset Management, Harris Corp.’s Government Communications Systems Division, an increased focus on cost savings and efficiency in both the U.S. government and its contractors has led to a significant increase in regulatory oversight and penalties for noncompliance with property management regulations in government contracts.

While the subcommittee’s focus is a departure from E53’s usual emphasis on universal applicability, Kriner says that the standards to be developed by E53.20 will address urgent needs for many E53 members. Kriner notes that contractors, as well as government agency representatives, are welcome to participate in the E53.20 standards developing activities.

“We are really hoping to get both contractor and government entities involved in developing these standards so that we can create some common ground,” Kriner says.
