Approved and proposed standards under the jurisdiction of ASTM International Committee E53 on Property Management Systems will be the topic of several presentations to be given at the 2005 National Property Management Associations 2005 National Education Seminar (go to www.npma.org for more information). In addition, Committee E53 will hold its annual standards development meeting at the seminar, to be held in Nashville, Tenn., Aug. 29-Sept. 1. The following E53-related presentations will be made at the seminar:
o ASTMs Role in the Property Management Industry. Christine Sierk, ASTM staff manager, will focus on the overall activities of E53 and how and why they affect the property professional. Sierk will discuss the process each document must go through to attain the ASTM designation, how to participate in the process, and the various electronic tools available to make participation as convenient as possible.
o Life-Cycle Cost, a Standard. Lyle Hestermann, Raytheon Network Centric Systems, will explain the importance of the proposed ASTM life-cycle cost standard (see WK607, below).
o Implementation of ASTM Standards in State and Local Government. Gary Quinn, property manager, Texas Department of Transportation, will discuss how state and local governments have implemented ASTM standards and the benefits gained from that implementation.
o Published Property Management Standards An Overview of the ASTM International E53 Standards. Stephen Michelsen, Committee E53 chair, will describe the 10 ASTM standards that Committee E53 has developed in partnership with NPMA. Practical implementation of the standards will be discussed.
All National Education Seminar attendees are invited to attend E53s annual meeting, in addition to the presentations highlighted above. The following three proposed standards will be among those discussed at the meeting.
WK607, Practice for Determining the Life-Cycle Cost of Ownership of Critical Assets
The purpose of WK607 is to establish a basis for determining the life-cycle cost of ownership of the critical assets that are essential to the efficient and cost-effective accomplishment of an organizations primary objectives.
WK4494, Practice for Recognition of Impaired or Retired Personal Property
The proposed practice WK4494 covers the recognition of depreciation of personal property that is critical to a fair representation of an entitys property and financial records.
WK7792, Practice for Equipment Management Process Maturity (EMPM) Model
The proposed practice WK7792 will describe an encompassing process for assessment of an entitys equipment management processes with goals of increased process maturity and continuous improvement.
WK607 and WK4494 are under the jurisdiction of Subcommittee E53.03 on Financial Management while WK7792 is under the jurisdiction of Subcommittee E53.05 on Property Management Maturity.
