ASTM International Honors Hugh Martin with Top Annual Award

ASTM International presented its top annual award – the Award of Merit – to Hugh Martin for his contributions to ASTM’s air quality committee (D22). 

The prestigious award, which includes the accompanying title of fellow, is ASTM’s highest recognition for distinguished service and outstanding participation in ASTM International committee activities.

Hugh Martin has contributed immensely to ASTM both through his participation in the ASTM’s concrete pipe committee (C13) and in the precast concrete products (C27).  Hugh has been a member of C13 since 2005, and chair of the subcommittee on reinforced sewer and culvert pipe (C13.02) from 2014 to 2020. 

In addition to his participation on C13, Hugh was chair of the utility structures subcommittee (C27.10) from 2007 to 2016, and is currently chair of subcommittee on water and wastewater containers (C27.30).

An ASTM International member since 2005, Martin had been previously honored by the committee with the Merlin G. ‘IB’ Spangler Award from C13.

Hugh has over 28 years of experience in the concrete products industry, with over 19 years in the concrete pipe industry.  He has a Bachelor of Science Degree in Civil Engineering, Summa Cum Laude, from the University of Texas at Arlington, 2004. He spent the early part of his career working for Forterra, and the precast companies brought under the Forterra umbrella, as senior design engineer, with experience in product design, quality control, and estimating. He has been working for Oldcastle Precast since 2017 as engineering manager, specializing in structural product design, engineering & technical support.

Mr. Martin is a licensed engineer in 13 states.  In addition to being a member of ASTM, he is a member of ASCE and ACI.  He has been an active member in the American Concrete Pipe Association, serving on its Infrastructure Committee and Technical Committee. He is also a member of the QC/QA Committee of the National Precast Concrete Association.
